Which City Council Members Got the Most Bills Enacted in 2023?
A brief look at all the laws enacted in 2023, and who sponsored them
This is part of the MNY City Council Data Project.
Most bills that get introduced into the New York City Council will not become local laws. But in 2023, 174 bills made it over the finish line and became enacted law.1
So which City Council members introduced those 174 bills? You could break this data down in many different ways, but this is a short, fun post, so I’ll just give you some highlights that will need further context in later posts.

11 members had zero enacted laws (member name, district number):

Justin L. Brannan (district 43 prior to 2024) had the most enacted laws, at 11

The Public Advocate, Jumaane Williams, sponsored 6 bills that were enacted in 2023 (the Public Advocate may introduce bills into the Council, but cannot vote on them).

And here’s a histogram showing how many council members got each amount of bills enacted in 2023 (for example: only one person got 11 bills enacted, and 11 people had 0 bills enacted):
Some of these bills were introduced before 2023, but the Council passed them (and the mayor didn’t veto them) such that they became law in 2023.
This is a really cool map. It would be interesting to see it as a histogram to see the distribution. I noticed that all the Republicans have at most 2 bills enacted, which seems low, but when I look at the map, it seems many councilors had only 1-2 bills enacted.
Nice work! Not a big deal, but looks like the map in the graphic is the district lines prior to the most recent redistricting.
