It's currently late April in an election year. The primary elections are on June 27. How does election season typically impact the lawmaking process? Do introductions typically slow down over the coming months? What happens to any bills in committee that don't make it out by the end of the council session in December – do they just expire and die?

Looking at a graph of the rate of introductions, primary seasons don't really *seem* to change things that much (you can see those here: https://intro.nyc/reports/status?session=2018-2021). In fact, they seem to be relatively steady during the whole Council session, aside from a large bump at the beginning of the session.

As to bills: if they are not enacted by the end of a City Council session (approx. the time between elections), they die. We're currently in the middle of two two-year sessions, but normally the sessions are four years.

This means a bill could be proposed in one year, and enacted years later as long as it's still the same session. For example, Local Law 3 of 2021 was originally introduced in 2018 (https://legistar.council.nyc.gov/LegislationDetail.aspx?ID=3704369&GUID=070402C0-43F0-47AE-AA6E-DEF06CDF702A).

Seems a bit odd to propose a law change to run a public awareness campaign. Do you think this bill has any chance of passing, or is it mostly a messaging bill to constituents / nudging the agencies to run a campaign on their own?

I haven't looked too closely at the rising tide of cannabis legislation at the city and state level, although I'm starting to. This last stated meeting we also had Intro 1001 to crack down on illegal cannabis shops, and I'm sure more similar intros will be inbound.

I don't have firm ideas on whether it will be pass--but it'll be interesting to dig into further. If it gets a hearing, I'll definitely attend. The law is incredibly vague as to the nature of the campaign, although CM Menin's tweet about the bill (https://twitter.com/JulieMenin/status/1645906030575124480) makes me think she wants to target the welcoming imagery on the product packaging, among other things.

She is one of the more effective members of the Council, if you measure by number of bills enacted and hearings gotten.
