Probably Emergent Ventures is worth to apply? https://www.mercatus.org/emergent-ventures.. As I know they give small grants from 5k to 30k but nevertheless you should definately talk with Tyler, EV's director! You have a great project and Tyler is really supportive for such kind of activities
I applied a few times, but they passed too! But the project is going well, so I intend to be one of the great projects that Tyler/team missed out on (in the most friendly way possible; I'm glad EV is out there making bets).
